Bishop asks OMB Dir Vought, President to adhere to the law, Impoundment Control Act
The U.S. House Appropriations Subcommittee on Financial Services and General Government (FSGG) hosted a hearing with the White House Office of Management and Budget's Director, Russell Vought.
Congressman Bishop is a senior member of the committee and a member of the FSGG subcommittee.
During the hearing, he asked Dir Vought why the Trump Administration found it difficult to follow the laws passed by Congress regarding federal funding and adhere to the U.S. Constitution (Congress's Article 1 authority to dictate how the federal government spends its funds) and respect the Impoundment Control Act of 1974 which was passed the last time a president, Nixon, tried to violate the Constitution and overrule Congress's authority to have the final say on how federal funds are spent.
